Read it, and you'll discover that this station has been overrun by a rogue VI. Move forward from where your ship is docked, and you'll encounter a bloodied human corpse on the ground. That's where we need to land to begin this quest. There, near a ringed gas giant, you'll find the Jarrahe Station. You'll end up in the Imir system, but you need to travel to one of its sister systems, Strabo, to proceed. To reach the location of this side quest from there, head to the nearest Mass Relay, and make a jump to the Eagle Nebula.
Once you do that successfully and return to the Normandy, you should receive a message that picks apart data found in that previous side quest, giving you a new destination to head to. First, you have to complete the side quest known as N7: Wrecked Merchant Freighter. Thankfully, getting to your destination isn't nearly as difficult as it might seem.
